Hellobox Smart S2 - With no internet?

Hi,
I'm about to buy a Hellobox Smart S2 from the official Aliexpress store.
I'm a bit confused about the information listed on the product.
I want to use this when I go on holiday camping with a portable dish.
Can I connect this directly to my Tablet/Phone Over WiFi? Or with a pocket router. Because everything I read states it requires internet which I won't have.
Also does it work with a PC/Laptop? as I am a radio amateur and do DATV portable. This device would be perfect for that too.

You said mobile hotspot can work on smart2 w smart 2 with the same phone that the dvb.player is... My question is process on how to connect the smart 2 to the hotspot .

Make sure the phone has turned on the hotspot, then go to app, click on the WiFi configuration button in the upper right corner, and find the box to connect. If the WiFi name is empty, please fill in the WiFi name yourself.
